Fertizer Explosion Damaged Homes - Think Tank for West, TX Needed Housing

Because of the dreadful explosion 4/18/13, that damaged homes and businesses in West, TX residents are going to need economical answers to housing.  What are their alternatives? 

Rather than dwelling on what houses looked like before the tragedy, we could use some creative quick-thinking about what West, TX residents need for the future and the future of their town.

I would like to circulate an online think tank for people to share ideas and resources for the best possible structures that volunteers could create quickly and economically.  Other countries use local resources and available labor to create emergency shelters, why not do that here?

Considering the folks of West may be traumatized, preoccupied, and need immediate shelter, I would like to offer the idea that the internet can aid this, and other communities, by simply having this conversation and bringing it to like minded people who could use them.

I've contacted Mike Oehler, Paul Wheaton and the others if they want to join a think tank to get this ball rolling for West, if you can provide addition ideas, that would be great!
